n 1957, Singapore's population was approximately 1.45 million, and there was a relatively high birth rate. Aware of the country's extremely limited natural resources and small territory, the government introduced birth control policies in the late 1960s. In the late 1990s, the population was ageing, with fewer people entering the labour market and a shortage of skilled workers. In a dramatic reversal of policy, the Singapore government introduce a "baby bonus" scheme in 2001 (enhanced in August 2004) that encouraged couples to have more children.

Singapore was founded as a British trading colony in 1819. It joined the Malaysian Federation in 1963 but separated two years later and became independent. It subsequently became one of the world's most prosperous countries with strong international trading links (its port is the world's busiest in terms of tonnage handled) and with per capita GDP equal to that of the leading nations of Western Europe.
